NJ's New Phone-Free Schools Law and What It Means for TPS

Beginning with the 2026-27 school year, New Jersey requires all public school districts to limit students' nonacademic use of cell phones and other internet-enabled devices during the school day.

Trenton Public Schools is already well prepared. Last school year, the district implemented the Yondr pouch program to create more focused, distraction-free learning environments. The program will continue for the 2026-27 school year in alignment with the new state law.

The goal of this law is simple: to reduce distractions, increase student engagement and support stronger teaching and learning throughout the school day.

Students will continue to keep their phones with them in secure Yondr pouches during the school day. Families can still reach their children through their school's main office whenever necessary, and school staff are always available to assist students who need to contact home.

What Does "Bell-to-Bell" Mean?

As part of New Jersey's new requirements limiting students' nonacademic use of personal devices during the school day, Trenton Public Schools will continue using Yondr pouches in grades 4-12 throughout the 2026-27 school year.

You may hear the term "bell-to-bell" used when describing the district's phone-free learning environment. Simply put, it means students' phones remain secured from the beginning of the school day until dismissal.

Here's what a typical day looks like:

  • Arrival: Students place their phones in their Yondr pouches when they arrive at school. Phones remain in each student's possession throughout the day.
  • During the School Day: With phones secured, students can focus on instruction, participate in classroom discussions, collaborate with classmates and engage in learning without the distraction of personal devices.
  • Dismissal: At the end of the school day, students unlock their Yondr pouches and leave with full access to their phones.

This bell-to-bell approach supports the intent of New Jersey's new law by creating classrooms that are focused, engaging and conducive to learning while ensuring students retain possession of their devices throughout the day.
